A MAGA congressman was publicly humiliated when his Democratic challenger questioned one of his signature re-election campaign boasts.
Rep. Mike Lawler, a New York Republican who has touted his work on the state and local property tax deduction, or SALT cap, had a tense exchange with Democrat Cait Conley at a candidate forum on Thursday, during which he was told to calm down.
SALT cap, which limits federal deductions for state and local taxes, became a flashpoint in Trump’s One Big Beautiful Bill Act. Lawler cast a decisive vote for the package, but critics say its deep healthcare cuts hurt his voters.
As a member of the bipartisan SALT Caucus, Lawler helped secure a provision raising the deduction cap from $10,000, introduced in 2017, to $40,000 for families earning up to $500,000. The provision was included in Trump’s sweeping package, signed into law in July 2025.

Lawler appeared visibly triggered when challenged over the provision.
A clip of the confrontation shared by the X account TrumpsTaxes racked up more than 130,000 views. The footage showed Lawler rising from his seat before the forum moderator told him to sit down and “calm down.”
During the exchange, Lawler said Hudson Valley residents had received a $4,000 tax refund “in your pocket this past April.”
“And that would have also happened if you did nothing,” Conley immediately shot back.
“No it wouldn’t have,” Lawler fumed, drawing laughter from the crowd.
According to the non-partisan Congressional Budget Office, the original $10,000 SALT cap would have expired after 2025 if Congress had done nothing.
However, that expiration would have affected 2026 taxes, while the higher $40,000 cap applies to 2025 returns filed in spring 2026.
Conley, who is seeking to unseat the two-term Republican in New York’s 17th Congressional District, also attacked him on X on Thursday.
“Trump created the SALT deduction cap in 2017 to punish New York,” she wrote. “It was set to expire ENTIRELY at the end of 2025, but Mike Lawler voted to make it a permanent tax on working families to fund tax breaks for billionaires.”
Conley added that the cap would return to $10,000 in 2030, “when Mike is running for his next office.”
“Trying to spin this as a win is an insult to the Hudson Valley,” she wrote. “We deserve better.”
Chris Russell, Lawler’s consultant and spokesman, defended the congressman’s remarks.
“Rep. Lawler’s claim is 100% accurate and verified by the non-partisan Congressional Budget Office (CBO),” Russell said.
“Their analysis is quite clear: Allowing the 2017 law to expire - as Cait Conley called for at the forum - would have increased taxes ‘for most households,’ according to the CBO,” the spokesman said.
The CBO reference Russell referred to states that the One Big Beautiful Bill Act’s overall tax changes, rather than the SALT provision alone, “lowered statutory tax rates and changed the amount of individual income subject to tax, thus reducing individual income tax liabilities for most households.”
Russell argued that allowing the 2017 law’s provisions to expire would have resulted in higher income-tax rates, a smaller standard deduction and a reduced child tax credit.
“Conley made a fool of herself at the forum and got her facts completely wrong,” he said.
“Conley’s plan would have effectively given extra tax breaks to the very wealthy, while raising taxes on working and middle-class people,” Russell added. “It’s an asinine proposal and proof she doesn’t understand the district because she neither owns a home nor pays taxes here.”
Lawler fired back on Thursday, defending his record and accusing Conley of supporting a massive tax hike.
“I fought to quadruple the SALT cap which let over 90% of Hudson Valley households deduct their state and local taxes,” he wrote.
He claimed Conley’s position would increase Americans’ taxes by $4 trillion and cost families in his district an additional $5,000 that year. He also claimed the standard deduction would have been cut in half, the child tax credit rolled back, and tax rates increased.
“Cait Conley wants to go to Washington to raise your taxes, plain and simple,” he wrote.
During a September appearance on CNN’s State of the Union, Lawler pointed to the SALT negotiations as proof of his ability to get results under presidents of either party.
“When Joe Biden was president, I was able to get things done. When Donald Trump is president, I’m able to get things done,” Lawler said.
“I have been able to bring back tens of millions of dollars to my district, and I delivered one of the biggest wins for New York by standing up to President Trump on the issue of SALT,” he added.
The Daily Beast has reached out to representatives for Conley for comment.
